To your first question -- yes.

To your second question -- either do an import on a vendor branch and
then merge to HEAD, or just SSH in and mv the ,v file (mv
/srv/cvs.freedesktop.org/xorg/xc/{programs/Xserver/hw/xfree86/doc/man,lib/Xxf86vm}Xxf86vm.man,v).
