Missing CVS ID revision number updates?

I cvs checkout xc as described on the cvs webpage for x.org.

Trying to track down if changes have been committed, I see the cvs ID tags 
didn't change. For example:

$ ident /usr/src/xorg/xc/config/cf/NetBSD.cf
/usr/src/xorg/xc/config/cf/NetBSD.cf:
      $Xorg: NetBSD.cf,v 1.3 2000/08/17 19:41:46 cpqbld Exp $

$ grep NetBSD.cf /usr/src/xorg/xc/config/cf/NetBSD.cf
XCOMM platform:  $Xorg: NetBSD.cf,v 1.3 2000/08/17 19:41:46 cpqbld Exp $
XCOMM platform:  $XFree86: xc/config/cf/NetBSD.cf,v 3.122 2003/11/18 18:09:45 dawes Exp $

Looking at 
http://cvsweb.freedesktop.org/xorg/xc/config/cf/NetBSD.cf?rev=1.8&view=log 
you can see new revision numbers, but even in download of file the 
revision number is old.
