what it ths exact mean of first server generation

     http://webcvs.freedesktop.org/xorg/xc/programs/Xserver/hw/xfree86/doc/DESIGN?view=markup said that some fuction such as
chipePreInit , chipProbe will done at first server generation. What's the exact mean of first server generation? In which case there will be more than one server generation? I try to run server instance of Xorg on a machine , every instance has called the chipPreInit, so an instance is not a server generation?
