That sounds fine to me.

In my case, util/cf/bsdLib.rules is from the modular tree (versus 
xc/config/cf/bsdLib.rules).

I forgot to ask about xc/config/cf/bsdLib.rules also (which I want to do 
too). I can wait until there is a release manager for that.
