Xorg 6.8.2 - ATI 8.21.7 - TVout Overscanning

I have an ATI 9250 PCI card, that i got running fine under X v6.8.2
using the latest drivers from ATI ver 8.21.7, everything compiles fine
and X loads fine, but when i switch to TVoutput i can't seem to get
the video to overscan the ouput.

When i run the 'fireglcontrolpanel' and change the horiz or vert size,
the screen flickers, but doesn't change shape at all.  Has anyone seen
this behavior? any suggestions?
