GTK+ is multiplatform and it is desirable for users to have a common
keyboard input experience when writing in different languages, on
different platforms.

The reason why the GTK+ mappings are incomplete 
is because this guy is not doing his job fast enough,

If you would like a patch to get your system working, I am happy to
provide one. Both Ubuntu and Fedora allow you to easily modify the
source of an installed package, compile and install of ther original.

As a short-term alternative, you can also change the input method from
the default GTK+ IM to the X Input Method (XIM), in your Linux
distribution.
Add in your system configuration (perhaps /etc/profile) the line
export GTK_IM_MODULE=xim
so the X Input Method is chosen by default. 
Then, any compose sequences in the Compose file are available.
You will need to restart your session for this to take effect.
