Consistent man page suffixes and locations

Please send your comments for bug 6600

It seems to be better to have consistent man page suffixes and locations 
for any platform.

May I get rid of all the checks for Linux that do 3x as 
suffix and related?

If a distro (or user) wants something different then they can choose (by 
using LIB_MAN_SUFFIX etc).

This problem hit me today again with libXp and libXxf86misc. And many 
other components are like that too.

Xorg should be consistent about this.
