building only libXaw8 doesn't work

Hi,

The libXaw configure.ac script has a problem. If you configure it with:

	./configure --disable-xaw6 --disable-xaw7 --enable-xaw8

the code generated by automake to check pkg-config isn't executed, and 
thus configure fails to check Xaw8 dependencies and decides to disable 
xaw8 too.

The attached patch fixes that. I don't know if there's a better way to 
achieve it.
