missing LICENSES and COPYING files

Currently we have around 297 COPYING files that have not been done.

Also font/screen-cyrillic has no details -- where did this come from? Why 
is it in the source tree? (I found in XFree86 logs about "643. Update 
kio8-r encoded Cyrillic BDF fonts (#A.1267, Andrey A. Chernov)." but don't 
know where it was derived from or the copyright on it.

And where is the license for driver/xf86-video-fbdev?
