missing LICENSES and COPYING files

Others already replied back saying it was fine. When I added this to 
COPYING I looked at misc-cyrillic/COPYING and cronyx-cyrillic/COPYING 
which basically have same MIT style license. I think it was just 
overlooked/forgotten for screen-cyrillic.
