xorg-server (source) 1.3.0.0.dfsg-something is now available in
unstable. I think the 2.0 Intel driver is too.

Ubuntu has created a single package for every last program in
xbase-clients, hence the virtual package. Debian, OTOH, just has one
monolithic package for all the tools.
