kdrive neomagic driver is GPL licensed?

No, we weren't aware of this, but I don't believe it can actually be
asserted as GPL.  Most of it was indeed copied from the ATI driver,
which is under MIT/X11.

Brent, are you okay to relicense to boilerplate MIT/X11?
