Fixing some Compose file related bugs

After I was reminded today of an old bug in the utf-8 compose files (fix
pushed), I started looking through the other open bug reports .
Bug 5371¹ has some useful looking addtions. The only one which may be
controversial is this:

The symmetry does seem reasonable (although the string U00B7 should also
be changed to the sting periodcentered, per bug 7417²), but it is a change
to a compose sequence some people may be using.
Does anyone have an opinion on this block?
