Code slush starts, and 7.3 release schedule

Since the consensus on IRC was that the wiki page to nominate/review
patches for the server branch worked well in the 1.3 release, I've
cloned it for 1.4 at:
	http://wiki.x.org/wiki/Server14Branch

and nominated a couple patches (and see keithp already added a couple more).
