Of course there is XkbModel is useless with evdev but  XkbLayout,
XkbVariant and XkbOptions still need to be set.

kbd and mouse are mostly not needed and trying to support them in
addition to evdev is a large part of the current mess. Efforts would be
better spent fixing the few bits evdev is missing instead of
retrofitting X different input drivers in a single server.

And evdev works just fine when configured properly, if only because it's
the kernel input view, and if the kernel was wrong the console would not
work in the first place.
