ATI VGA-0 Dual Head Problems

I am trying to get xrandr working with xf86-driver-ati commit 21ed435.
 I have also tried 6.7.196 to no avail.

xrandr detects VGA-0 and LVDS just fine:

I also have Monitor sections setup for each in my xorg.conf.  But, no
matter what I do, I cannot get anything to display on the external
VGA-0 connection.  This is on a laptop with R600 M24 video.
