i815 & vga2scart

Hello,
 	Does anyone knows if Intel's 82815 CGC can drive
 	vga2scart adapter (esentially vga2rgb), as described at :

 	From what I can grok for this to work it must support:
 		a) interlaced mode and
 		b) dotclock <15mhz (14.76mhz for PAL and 13.34mhz for NTSC)
 		c) non standard resolutions
 		d) negative vsync and hsync

 	I have looked at 82815 DS, but I'm not clear on (a) and (b).
