You're thinking as a developer, "how do I connect outputs to my PIPEs".
But CRTCs do not exist for normal users, all they know are outputs and
devices. They *don't* want to help you allocate outputs to CRTCs. They
want to specify the outputs they need and let xorg use whichever magical
CRTCs are available to get this result (that may include dynamically
migrating outputs from one crtc to another as devices are
plugged/unplugged)
