It's by design, but 'offscreen' can be defined via a driver hook now so
it basically just means 'can be accelerated'.

Yes, using TTM for pixmaps will solve that. Kristian Høgsberg and Dave
Airlie are working on that and I understand they already have something
working in their personal GIT repos.
