Yes. Roughly speaking,
1. Get existing source package:
"apt-get source xserver-xorg-video-ati".
2. Get build-deps:
"apt-get build-dep xserver-video-ati".
"apt-get install build-essential fakeroot"
3. Suck down git sources into new directory as Dave says above.

4. Apply the .diff.gz patch downloaded in step #1 to the sources you got
in step 3. Modify until the patch applies(!).
5. dpkg-buildpackage -rfakeroot -b to build it.
