xorg 1.3 seems to succeed only on 2nd attempt to start the server

Yeah, that's a result of the monitor detection code. It's fixable, but
that's difficult given the current X server architecture.

There isn't a 'primary' output; they're all handled symmetrically. What
are you finding to be the problem here?
