Have you checked out http://wiki.freedesktop.org/wiki/AccountRequests?  
It has info on how to request an account so you can check your changes 
in.  If the driver is currently broken, I doubt anyone will have a 
problem with you taking it over (will be good to have someone looking 
after it :).  Once you have an account, make sure you also update the 
MAINTAINERS file in the xorg-docs package so people know who to talk to 
if there's a problem.
