This is normal :-(
S-Video is two signals: chroma (color info) and luminance (B&W image).
Your "converter" (which converts only physical plug shape) takes only
luminance and completely ignores chrominance.

What you really need is composite video output rather than S-Video.
Perhaps the card (TV encoder) has to be setup differently? Some
encoders can provide S-Video with color info included also in
luminance signal (= dual SV/CV, some say lower quality than "single"
SV but I don't know).
