OpenGL man pages

My preference was for the distros (and end-users) to get the man pages 
directly from the ARB.  Otherwise, distributing them w/ Mesa means I 
become the middle man for packaging, updating, send patches upstream, 
etc.  I'd rather do other things with my time.
