As said you need a recent git snapshot of xorg. But even then, the 
xf86-input-joystick input driver does not support input properties yet (I 
will hopefully find the time soon to implement and test this).

Another possible solution for you might be input hotplugging over a dbus 
client, like respeclaration 
(http://gitweb.freedesktop.org/?p=users/daniels/respeclaration.git;a=tree) to 
remove and add the driver with different parameters.
