Yeah I know, but it's a theoretically possible scenario as evdev is 
shipped separately but it seems to be mandatory for the server to 
operate OOTB.

Just saying that rather than dump the user to an Xsession with no mouse 
or keyboard (i.e. basically lock them out of their computer!) it should 
either:
  a) Bail noisily and not run
  b) Failover nicely to reverse the AllowEmptyInput default.
