Panning will only be available in Xserver 1.6. As 11.1 is already out,
and Xserver 1.6 isn't yet, we won't have it in 11.1. There will
probably be some repro for Xserver 1.6, which will then include newer
apps (including xrandr), but not unless it's actually released upstream.
Which it isn't yet.
