I don't know what the problem is, but I am having the same issue.
If I have a file open in KWrite, switching to a VT and then back to the
KDE X session (using Ctrl-Alt-Fn) results in a mouse move and a paste
from the clipboard.
There is a KDE bug opened for this although I don't know if it is a KDE
problem:
