[PATCH] intel: set CRTC and output configuration at startup time

And here are the quite possibly broken Intel bits to get the startup 
configuration.  To actually eliminate startup flicker, you'll need additional 
changes along the lines of what I have in my personal repo 
(people.freedesktop.org/~jbarnes/xf86-video-intel).
