Humm, seems that you're trying to set up a multi-card system here.

Multi-card is not working on upstream since the pciaccess rework merge 
which doesn't has some mechanism to control the POST and setup of 
secondary cards.

(BTW, we defined this as blocker bug to 1.5 server at XDC)
