EXA and MigrationHeuristic

We are all in favour of developing EXA, and nobody here is arguing for
reviving XAA.

What we are complaining about is the fact that the default configura-
tion of EXA is next to unusable.  Shipping EXA in a useful default
configuration has nothing to do with fixing old technology.
