jhbuild fails to work

I didn't have a util/modular checked out (jhbuild never had to check
that out). I did check it out, and I also copied *.modules from there
into my jhbuild directory and reinstalled it from there, but no luck.
Do I just have my jhbuild set up incorrectly altogether?
Right now, I have a jhbuild directory in my home directory and a
modular-jhbuildrc above that directory. The source tree is in
/usr/local/src and the install tree is in /usr/local/xorg. The only
thing that was previously checked out in util/ was macros.
