Well, I "fixed" the problem so that the man pages will only be handled
when xmlto is installed. This is the same as it was before my commit.
However, it also means that the man pages won't be installed if the
generated pages are already in the tree. I can't think of any good way
to handle that besides carrying the generated pages in git.
