xproxymngr does something or other with X and proxies, who knows?
The README claims:
The proxy manager (proxymngr) is responsible for resolving requests
from xfindproxy (and other similar clients), starting new proxies
when appropriate, and keeping track of all of the available proxy
services.
If that makes sense to you, then you may appreciate this first new
release of xproxymngr since X11R7.0, with 5 years worth of accumulated
build configuration improvements and janitorial cleanups.
If not, well, there's plenty of other shiny new X.Org module releases
today for you to try out instead. (Though it is the season for watching
the undead arise, and xproxymngr seems to fit the bill.)
