[ANNOUNCE] inputproto 2.0.99.1

First snapshot of the XI 2.1 protocol specification. New features over XI
2.0:
- additional defines to avoid mixing core and XI2 defines
- new raw events behaviour - raw events are now sent regardless of grab
  state
- raw events now send the sourceid down the wire
- smooth scrolling support: devices may have one or more axes labelled as a
  scrolling valuator

I should note that XI 2.1 does not include the multitouch protocol
specification. That one is scheduled for XI 2.2. I'll be writing up some
blog posts describing the changes in more detail, please see the following
