Others have responded about #1 and #2.  As for #3, it's a Carbon header from Mac OS Classic but still supported in OS X:
/System/Library/Frameworks/ApplicationServices.framework/Frameworks/HIServices.framework/Headers/Processes.h

Given that, there's no reason you should need HIServices.
