I'd say so - not even xdotool creates synthetic events.
Using irxevent?

You may want to look into
"ir-keytable or: How I Learned to Stop Worrying about the LIRC Kernel"

Alternatively you could map the input to something that creates non-synthetic events (ie. xdotool, dead key presses) in addition.
