It used to be confiugred in xorg.conf:
Section "InputDevice"
Identifier "Configured Mouse"
Driver "mouse"
Option "CorePointer"
Option "Device" "/dev/input/mice"
Option "Protocol" "ImPS/2"
Option "Emulate3Buttons" "true"
EndSection
You could put something loike that (most likely you dont' have a PS/2 mouse :-)
into /usr/share/X11/xorg.conf.d/my-mouse.conf
