erratic kbd repeat rate

I'm getting erratic keyboard repeat rates in xorg. I've tried two
keyboards, same issue, and both work fine elsewhere. In a regular tty
there's no problem - it's only in X. It's a new (used) machine, running
a recent OpenBSD snapshot/beta.

Below is output of a loop running "sleep N ; echo -n ." backgrounded in
an xterm (where N matches the delay from `xset r rate`) with me holding
down the 'f' key - expected output would be '.f.f.f.f.f'

The problem seems to be worse when the machine is taxed, so I tried with
nothing much else happening, and with multiple `gzip -9`s of
/dev/urandom running.

Disabling repeats completely *does* appear to get the expected result...
but I'd much rather not disable.

The problem affects xdm just as much as any logged-in user, although
mercifully the machine is usually at its quietest when I'm logging in.

I haven't got anything in xorg.conf. Contents of Xorg.0.log and a dmesg
follow. Any clues and/or hints appreciated!
