Fixes build failure if valadoc is present but gtkdoc-* is missing

If gtk-doc-tools is not installed and valadoc is installed then the build
system is tricked into thinking that the conditions are met since it only
checks for valadoc if --enable-docs is yes

This patch fixes it by checking for gtkdoc-scan too
