As I mentioned previously, I don't think we want to get into the
business of vetting individual pieces of clipart.  That's up to the
providers of these packages.

If you'd like, please create a "clean" version of the flags package with
controversial flags removed.  Then the original can be labelled
"contains images which are offensive or illegal in some countries", as
we discussed before.  Both packages can be provided, with the user
deciding which is appropriate for them.
