[Clipart] PD notice and metadata

Thanks Mike!

I added the metadata to all pages for the site and the button to the
bottom of the page and added openclipart.org to the creative commons
search engine. Any other suggestions you have would be appreciations.
I'd like to also encourage you to dig into the project and help fix
things as well!
