[Clipart] website

Okay....

I *think* everything is now up and running, except for Mantis.  I
finally tracked down the problem with the php sidebar that was making it
show errors.  The PrintSubmittedFilesForMonth() routine was not handling
the case where there was an empty incoming directory.  I added an if
clause to return early if there were no files to display.  It prints
'Empty' now.

Do we care about Mantis?  As I recall we weren't getting much use of
it.
