[Clipart] Pre-release Package for 'openclipart'

Yes, this is high priority. Please see the metadata format we decided
upon some time back here:

We need to add to the upload form to parse the submitted SVG file to see
if the necessary metadata is included, and if not, then allow one to add
it via a form. Then, submit clipart and add to the SVG submission.
RWORTH had SVG2PNG working, but it still is not implemented. We are
still going to need to generate small thumbnails for SVGs, but I'm not
sure about saving large bitmap conversions to the server. Plus, this
will be a major performance hit on the server.
I still think the best approach is to have everything stored as SVG
(what I call the "mother" format), and then offer a plethora of
conversions. Hmmm...thoughts?
