Nope, it's strictly a validator.  

Adding metadata to existing files is pretty straightforward though.  Run
the CC license tool once to generate the RDF XML snippet, then cut and
paste it into each file.  Look at one of the uk road sign clipart items
for an example.  This could probably be scripted if someone is so
motivated.
