By definition, a copyrighted work with strings attached (and yes, the
GPL attaches quite significant strings) is not royalty-free clipart.
Even if you purchase a commercial clipart collection, the individual
pieces of clipart in it are always public domain -- the whole point of
clipart is that you can use it however you want; otherwise it wouldn't
be clipart.
Now, the _collection_ may have some other license _as a collection_,
preventing someone from republishing the collection en toto as it
stands, but the individual pieces have to be in the public domain.
That's what it means for them to be clipart.
