[Clipart] Ideas for cmdline file upload

CVS certainly does not have any encryption.  Since SVG is built atop
WebDAV which is an http protocol, perhaps it can be configured to use
https?  If so, it still is dependent on apache for the certificates so
wouldn't provide a different option that we've got.  Could be wrong
tho...
