[Clipart] Flags ready

I've run svg_metadata against the flags.  I've uploaded the results,
showing how it sorted into subdirs, to the website here:

   http://www.openclipart.org/downloads/flags-1.7.tgz

There's a PASSFAIL report included showing which parts of the metadata
failed for the few files that had issues.
