[Clipart] new site design and Wiki

i have done some small adjustments to the Wiki look, to put it a little 
in line with the website - few changes in wiki.css, but it appears that 
some changes in wiki configuration (cgi-bin/config) are also needed[1], 
but those are not applied when i run publish_web.sh because of 
insufficient access rights (not writable by group)

[1] i wanted to change the logo from 'logo.png' to 'ocal-header.png'
