Your submission might be proffessional work that contains only a few
items of clipart or is a substantially derivative work and probalby
wont want to relinquish your copyright to the work by putting it (== a
screenshot of it) in the public domain.

At first I didn't think there was any reason why people wouldn't put their
screenshots in the public domain but the best works will be much more than
the sum of their parts and will be proffessional work and those are
exactly the kind of things we want screenshots of but authors cannot
reasonably be expected to put them in the public domain.
